PM Modi rolls out 62000 crore plan to boost Bihar education and jobs

New Delhi: Prime Minister Narendra Modi on October 4 announced a large youth-focused package worth over ₹62,000 crore that includes cash help, new skilling projects and education loans, with special measures aimed at Bihar. The plan mixes short-term relief for job-seeking graduates with long-term investment in vocational training and college infrastructure.

What’s being announced?

₹1,000 per month for 5 lakh graduates

Under the revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana, around five lakh graduate youth in Bihar will get ₹1,000 each month for two years. This comes with free skill training as well.

PM-SETU for ITIs: A big centrally sponsored scheme (about ₹60,000 crore) to upgrade 1,000 government ITIs in a hub-and-spoke model, 200 hub ITIs and 800 spoke it is, with modern equipment, digital learning, training-of-trainers and industry partners for better placement.

Vocational Skill Labs: 1,200 labs set up across Navodaya Vidyalayas and Eklavya Model Residential Schools to give hands-on training in sectors like IT, automotive, agriculture, electronics, logistics and tourism.

Interest-free student loans: The Bihar Student Credit Card scheme is redesigned to offer interest-free education loans up to ₹4 lakh, easing costs for higher studies.

New skill university and campus projects: A Jan Nayak Karpoori Thakur Skill University in Bihar will be opened and foundation stones laid for new facilities at several universities, plus dedication of the NIT Patna campus at Bihta.

Straight talk

This package tries to solve two common problems at once: first, temporary financial stress among educated but unemployed youth; second, the skills gap between what colleges teach and what industry needs. The ₹1,000 monthly allowance is small but helpful for immediate needs, phone recharge, travel for interviews, or short courses, while the ITI and lab upgrades aim to boost employability over time.

If you’re a recent graduate in Bihar, the ₹1,000 each month will be like a mini safety net while you look for a job. But the real game-changer will be if the free skill training and ITI upgrades actually teach you the jobs companies want. New labs in schools mean kids can try things hands-on from earlier grades, that’s how interest and real skills start.

A quick critical view

The announcements are big on paper, but success will depend on how well the schemes reach people. Questions to watch: How quickly will payments start? Who will verify beneficiaries? Will ITIs get trainers who know current industry tools? Cash transfers plus good training can work, but only if the systems are simple and transparent. Otherwise, money might reach people late or training might not match job market needs.

What could make it work?

  • Clear, easy application and quick payments for the ₹1,000 aid.
  • Strong industry partnerships to run the upgraded ITIs so students actually get placements.
  • Local monitoring and fixed timelines, so money and labs aren’t just announced, but delivered.
  • Career counselling and placement drives so trained youth find real jobs, not just certificates.
