The release is delivered as a lightweight enablement package for devices already running Windows 11 24H2, making the installation quick and straightforward. The transition is simple since the update mainly unlocks features already present in the OS rather than requiring complete reinstallation. This approach reduces both download size and downtime.
Microsoft uses a Shared Servicing Branch; much of the underlying code for the 25H2 had already been shipped within the 24H2. These components remain inactive until the enablement package is applied, at which point the latest tools and improvements become fully accessible. It comes with the redesigned Start menu. One of the most noticeable upgrades in Windows 11 25H2 is the redesigned Start Menu, which now places pinned applications at the top, recommended files or programs in the middle, and the complete application list at the bottom.
There is a new energy management system, the latest CPU throttling system unveiled in Windows 11 25H2, which helps lower power usage during idle periods, which is especially beneficial for laptops and mobile workstations. Windows now reports capture diagnostic logs whenever the system slows down, allowing users to send the data to Microsoft through the Feedback Hub so performance issues can be identified and addressed more quickly. This update also reports adding an enhanced self-repair capability called Quick Machine Recovery. The latest Discover widgets option has also been added, offering suggestions for additional widgets and making it easier to explore and select from the available choices.
