Jio’s 1,600-Satellite LEO Plan Passes Technical Review, Setting Up Starlink Rivalry in India

Jio just got a major green light for its ambitious satellite plan. India’s space regulators say the company’s pitch to set up around 1,600 low-Earth orbit satellites is “technically sound,” which means Jio is one step closer to rolling out a massive, homegrown LEO network—something that could shake up satellite internet in India and put real pressure on global players like Starlink.

Three different agencies looked over Jio’s proposal: the Indian National Space Promotion and Authorisation Centre (IN-SPACe), ISRO, and the Department of Telecom’s Wireless Planning and Coordination wing. None of them—and not Jio either—had anything to say to the press yet, but the report’s out.

Still, this isn’t a final go-ahead. Jio can’t just start shooting satellites into orbit tomorrow. There’s a giant pile of paperwork and permissions: orbital rights, frequency rights, international spectrum coordination, and Indian operating licences. All of that needs to happen before anyone in India starts streaming YouTube through Jio’s satellites.

But with this assessment, the Indian government is now in a position to help Jio make its case with the International Telecommunication Union—the guys who decide orbital resources and frequencies globally. That part gets tricky, since those talks can involve all sorts of negotiations with other satellite operators whose space or bands could overlap.

The plan itself? It covers a lot of ground. Jio’s network aims to offer fixed satellite broadband, mobile access (even straight to phones), and help link telecom towers, all using signals from space. The company also wants to set up 20 to 22 ground stations across India, so all that data actually touches down where it needs to.

Each satellite would orbit about 650 km above the earth. If everything goes as Jio expects, they’ll have them all up and running in two to three years, though there’s no official timeline yet. They’re talking about network capacity between 4.5 and 5 terabits per second just over India—way more than what Starlink is authorized for right now, though that could change as Starlink rejigs its own network and gets more approvals.

There’s a bigger picture, too. Satellite backhaul means Jio could reach far-flung villages, mountains, and places where it’s a nightmare or just too expensive to put up regular towers or lay down fibre. The network could also give a serious boost to public safety, emergency services, and government communications—especially in spots where every other option fails.

Jio’s move sets up a head-to-head with some heavy competition. Starlink (led by Elon Musk), Amazon Leo, and Eutelsat OneWeb are all gearing up to serve the Indian market as satellite internet takes off.

Starlink just got its Indian telecom licence in June 2025 and clearance from IN-SPACe a month later. But it still has homework to do—like securing spectrum and building ground infrastructure—before going live.

There’s another twist: since Jio is an Indian company, its network could end up being pretty important strategically for the country, especially for things like national security, emergency communications, and maybe even defence payloads. Apparently, officials are already talking about letting some of Jio’s satellites carry defence-related equipment, though nothing’s settled yet.

Pulling all this off won’t be cheap or easy. Industry watchers estimate the full project could cost anywhere from $10 billion to $15 billion, depending on how much Reliance builds in India, how they design the satellites, what rockets they use, and so on. Jio hasn’t announced a concrete number yet.

Actually deploying 1,600 satellites takes serious manufacturing chops, lots of rocket launches, and tons of testing. Then there’s satellite safety, avoiding space debris, cybersecurity, and figuring out what to do with old satellites at the end.

So, Jio’s got a strong start with this technical thumbs-up. But right now, the project’s still early days. Its real impact boils down to how quickly Jio can check all the regulatory boxes, build the satellites, book launches, and—maybe the biggest test—offer reliable, affordable service that actually works for people in India who need it most.
