New Delhi, September 30: The Ministry of Labour & Employment, in collaboration with the Labour Department, Government of Maharashtra, organised a “Shram Samvad” – District-Level Capacity Building and Awareness Programme on Labour Codes at Chhatrapati Sambhajinagar (Aurangabad) today. The programme was organised with the objective of creating greater awareness among employers and industry stakeholders regarding the four Labour Codes, which came into force with effect from 21 November 2025, and the Central Rules notified on 8 May 2026. The programme focused on key provisions of the new labour law framework, compliance requirements, and various social security initiatives of the Government.
Around 200 participants representing diverse sectors participated in the programme, including employers, industry representatives, HR professionals, legal experts, finance professionals and other stakeholders associated with the labour and employment ecosystem.
The programme comprised a series of technical sessions aimed at providing participants with a practical understanding of the Labour Codes, employer obligations, statutory compliance requirements and key social security schemes.
The welcome address of the inaugural session was addressed by Mr. Narendra Kulkarni, Chairman, CII Marathwada Zone along with the Keynote address and Program Overview addressed by Shri Chaman Lal Guleria, Director, Ministry of Labour & Employment. The speakers highlighted the importance of awareness, preparedness and compliance among stakeholders for effective implementation of the new labour law framework.
The first technical session was conducted by Shri Krishna Kumar, Regional Provident Fund Commissioner -II, PMU, and Shri Jiv Nath Jha, Assistant Director, ESIC PMU. The session focused on the key compliance requirements for employers under the Labour Codes and provided a comprehensive overview of the four Codes, their objectives and the major reforms introduced through the new legislative framework. The participants were apprised of the broader vision underlying the labour law reforms and their significance for both employers and workers. The session also provided practical guidance on statutory obligations and compliance responsibilities, with emphasis on the operational aspects of the new framework.
The second technical session focused on the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) and was conducted by Shri Ankur Sharma, Regional Provident Fund Commissioner-I, Employees’ Provident Fund Organisation (EPFO). The participants were briefed on the objectives, eligibility criteria and benefits of the scheme, which seeks to promote employment generation and encourage formal employment.
The third technical session covered the Pradhan Mantri Shram Yogi Maandhan (PM-SYM) Scheme and was conducted by Mr Vishal Amte, Deputy Labour Welfare Commissioner, (Central) Directorate General Labour Welfare. The session highlighted the salient features of the scheme and its role in providing pension and social security coverage to eligible workers in the unorganised sector.
The programme concluded with an interactive Question and Answer session, providing participants an opportunity to directly interact with the speakers and seek clarifications on various aspects of the Labour Codes, statutory compliance requirements and social security schemes.
The “Shram Samvad” programme served as an important platform for capacity building, awareness generation and stakeholder engagement, enabling employers and industry representatives to develop a better understanding of the new labour law framework and associated compliance requirements. Such outreach initiatives are aimed at facilitating informed participation of stakeholders and supporting the effective implementation of the Labour Codes.
