Established as a Special Purpose Vehicle (SPV), the ITLA will be responsible for treamline logistics operations, eliminate inter-agency bottlenecks, and create a unified multi-modal transport network across roads, railways, ports, aviation, and inland waterways.
Making the shift from mode-specific planning to a fully synchronized logistics ecosystem, the authority will draft a National Transport Master Plan with a 10-year long-term horizon, with reviews and evaluations being made for various transport ministries against the central master plan.
Under the cabinet-approved structure, the authority’s will be responsible for:
- Conducting rigorous technical appraisals for all Central Government infrastructure projects valued at ₹500 crore or more. Financial appraisal will continue to be processed through existing government frameworks.
- Tracking the execution of infrastructure projects exceeding ₹500 crore, running a coordinated mechanism to resolve inter-ministerial bottlenecks during construction, and conducting post-implementation impact assessments upon completion.
- ITLA will set up a centralized platform aggregating real-time analytics from sources including GSTN e-way bills, FASTag toll records, the Vahan vehicle database, and GPS-based tracking systems to conduct origin-destination studies and optimize freight movement.
By aligning rail, highway, maritime, and air transport corridors, the government is looking to lower national logistics expenditures from current levels toward single-digit percentages of GDP, boosting India’s export competitiveness and aligning with its long-term Vision 2047 economic roadmap.
