New Delhi: The Department for Promotion of Industry and Internal Trade (DPIIT) has officially notified the Transition Facilitation (Quality Control) Order, 2026 to optimize the compliance requirements for manufacturers. This is aimed at safeguarding domestic factory output from unnecessary delays due to compliance issues.
The order is based on the recommendations by the government panel headed by NITI Aayog member Rajiv Gauba, which had raised concerns about the existing quality control regime and the disrupted supply chains due to increased compliance costs.
The order covers 10 industry segments, including certain electronics, toys, personal protection equipment (PPE), footwear and furniture, among others. It aims to help manufacturers to get a transitional approval that will remain valid for two years while their applications for the Quality Control Orders (QCOs) remain pending.
This comes after concerns were raised regarding the challenges in securing certifications under the Bureau of Indian Standards (BIS) certifications under the current quality control rules.
With imported goods and raw materials required to comply with India’s quality control norms, this move is aimed at strengthening the ease of doing business for SMEs in India.
Manufacturers can apply for temporary applications, which will be evaluated by a special committee constituted by the DPIIT, assessing their technical capabilities, compliance history, and quality assurance systems, amongst others.
“The reform seeks to facilitate industry compliance while maintaining quality standards. By providing an alternative compliance mechanism, the Order is expected to support technological modernisation, innovation and the strengthening of India’s manufacturing ecosystem,” DPIIT said in a media interaction.
