The program’s twin purpose of national security and broad-based innovation has been emphasised by Commerce Secretary Gina Raimondo, who has encouraged partnerships that combine agility and scale. In response, the most significant manufacturing boom in American history has occurred, with more than $200 billion in private-sector investment set aside for U.S. chip factories. By forming public-private partnerships, companies address export-control concerns and strengthen supply-chain resilience against possible interruptions.

Charting a Course Beyond Economic Uncertainty
