Chandigarh (India): At the recently concluded National Law Conference on 21.08.2023 in Chandigarh, Advocate Partap Singh extolled the unwavering dedication of Mr. Manan Kumar Mishra Ji, Hon’ble Chairman of the Bar Council of India. “His tireless commitment to the advocates is truly commendable,” Singh remarked, drawing attention to Mishra Ji’s constant advocacy for the legal community.
The esteemed gathering saw the presence of luminaries from the judiciary, including Hon’ble Mr. Justice Ravi Shanker Jha, Chief Justice. Distinguished judges like Hon’ble Mr. Justice Gurmeet Singh Sandhawalia and Hon’ble Mrs. Justice Lisa Gill were also present. Special mention was made of Retd. Justice Jasbir Singh (Former Chairman, Bar Council of Punjab and Haryana), under whose leadership many lawyers received their practice licenses.
The conference also had the presence of Mr. Satya Pal Jain, the Additional Solicitor General of India. Advocate Singh accentuated the aspirations of representatives from both the subdivision bar and the High Court Bar Association. He highlighted the urgent need for the Advocates Protection Act and advocated for special budgetary provisions for the Bar Council, a body overseeing more than 23 lakh advocates across the country.
Advocate Singh spotlighted the remarkable transformation of legal education in India under the pioneering leadership of Mr. Manan Kumar Mishra Ji. “With Mishra Ji at the helm, the Bar Council has been instrumental in fortifying the quality of legal academia, ensuring every aspirant lawyer is proficiently trained for the field,” he stated.
The session concluded with a sincere appeal to the Hon’ble Law Minister, urging a synergized effort with Mr. Manan Kumar Mishra Ji to elevate the standards of legal education further.
Singh, in his concluding remarks, expressed gratitude to all Bar Association members and resonated with sentiments of national pride, declaring, “Jai Hind, Jai Bharat.”

Mr. Partap Singh is a distinguished member of the Bar Council of India and Managing Trustee of IIULER, Goa. Advocate Singh has previously chaired the Bar Council of Punjab and Haryana. He has also held the position of Additional Advocate General of Haryana. Singh is renowned for spearheading the establishment of India’s first International Law University, “IIULER, Goa” – the second university endorsed by the Bar Council of India. In recognition of his contributions, the High Court collegium recommended him as an Hon’ble Judge for the High Court of Punjab and Haryana in 2019.
Mr. Singh is graduated as B.Sc, M.A., LLB, LLM from Kurukshetra University, is currently representing the states of Punjab and Haryana as a member of the Bar Council of India since 2019. With deep roots in the Kurukshetra Parliamentary area, Singh is closely familiar with the region’s aspirations and social fabric. Impressively, in the last four Bar Council elections of Punjab and Haryana, he garnered the highest number of votes across all five bar associations of the parliamentary area.
The State Bar Council of Punjab and Haryana, constituted under the Advocates Act of 1961, comprises 25 elected members. These members, chosen through a preferential voting system from Punjab, Haryana, and U.T. Chandigarh, represent enrolled advocates. The Bar Council of India remains the apex body for advocates across the nation.
