Govt loses Rs 1,757 crore due to BSNL’s billing lapse with Jio, CAG report

New Delhi: The Comptroller and Auditor General of India (CAG) has uncovered a major financial loss for the government, Rs 1,757.56 crore, caused by BSNL’s failure to bill Reliance Jio for sharing its telecom infrastructure over the past decade. The loss happened because BSNL didn’t properly enforce its agreement with Jio, leading to missed payments and financial mismanagement.

What went wrong?

  1. BSNL Didn’t Charge Jio for Extra Tech Use
    BSNL let Jio use its telecom infrastructure but didn’t bill them for additional technology deployed on it. This resulted in a direct loss of Rs 1,757.76 crore (including interest) between May 2014 and March 2024.
  2. Extra Loss Due to License Fee Mistake
    BSNL also lost Rs 38.36 crore because it didn’t deduct the required license fee from payments made to telecom infrastructure providers.
  3. Undercharging for Infrastructure Sharing
    BSNL failed to follow pricing rules in its agreement with Jio, leading to a shortfall of Rs 29 crore (including GST) in infrastructure-sharing fees.

Why did this happen?

  • Weak Contract Enforcement: BSNL had a clear agreement with Jio but didn’t implement proper billing.
  • Poor Oversight: No one caught these mistakes for nearly a decade.
  • Revenue Leakage: BSNL didn’t apply escalation clauses or deduct license fees, worsening the losses.

What it means for the Telecom Sector

This is a serious issue for a struggling public sector company like BSNL. The telecom industry is already competitive, and such financial lapses put further pressure on government finances. This case also raises concerns about accountability and efficiency in public enterprises.

CAG’s suggestions to fix this:

  • Stronger Contract Enforcement: BSNL and other government firms must ensure they follow agreements strictly.
  • Better Monitoring Systems: Regular audits and financial checks should prevent such errors in the future.
  • Recover Dues from Jio: BSNL should take action to collect the money it’s owed.
